The Challenge
The City of Lebanon Junction is currently seeing unprecedent growth in industrial and commercial customers that has led to this project. A current development required the relocation of an existing 6-inch force main and lift station to provide service to their development. As part of the development review, it was determined that this would be an opportunity for the City to consolidate facilities and begin planning on a sewer basin methodology. This methodology led the City and their team (Bluegrass Engineering & Local Counsel) to establish a Recapture Agreement that placed the cost of the infrastructure upon the development, growth paying for growth.
The Solution & Result
Once the Memorandum of Agreement (MOA) was put into place, Bluegrass was commissioned to design a project that would have the ability to serve this development and other adjacent developments around the I-65 corridor.
The proposed project was to replace an existing lift station (Truck Stop LS) with a
new lift station located within the Park South Development, a new 10-inch force
main through the development to the WWTP, new gravity sewer from the
abandoned lift station and throughout the development. The project also required the
acquisition of several permits, USACE, CSX and easements from private property owners.
The project includes 15,000 linear feet of 10-inch force main, railroad-bore, 4,000 linear feet of gravity sewer (15-inch to 8-inch) and a new 1.0 MGD lift station. Construction is currently underway and is expected to be completed by Spring of 2024.
The entire project is 100% privately funded with the developer having the ability to recapture a percentage of project costs if the adjacent developments happen.
